These reports provide valuable insights, highlight local trends, and share best practices to support informed decision-making.
Regional Economic Strategy Report
This report is a blueprint for our region to drive economic growth. We engage people from across our community to participate in the process to identify the strategies critical to our regional future. It assesses the local economy, identifying challenges and opportunities, and outlines strategies for improvement over a five-year period. This document becomes a guide to our work. This document provides a framework for collaborating on issues and gives local jurisdictions and organizations access to federal funding by meeting the federal EDA’s requirement for their Comprehensive Economic Development Strategy (CEDS) document manages by the U.S. Economic Development Administration. MidSouth Regional Solid Waste Needs Assessment
MDD is responsible for the development of a Solid Waste Needs Assessment for the four counties of West Tennessee. The Solid Waste Management Act of 1991, requires Tennessee Development Districts to coordinate, conduct, and maintain assessments of solid waste needs for the purpose of planning. This Needs Assessment is revised every five years. Our most recent Needs Assessment was completed in July, 2024 and can be downloaded here.
MidSouth Employment Forecast
Regional employment forecasts play a vital role in understanding how our communities are growing and changing. By mapping employment trends, we can anticipate where jobs are being created and how that growth will shape the demand for housing, transportation, and infrastructure. These forecasts provide decision-makers with the insights they need to plan strategically—ensuring that neighborhoods remain accessible, transportation systems are efficient, and infrastructure investments are aligned with future needs. MDD will release its first annual Forecast on October 30, 2025 and our Inaugural State of the Region Summit.
TACIR
The MidSouth Development District contracts with the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) in compiling and maintaining an inventory of needed public infrastructure. As a result of the Public Infrastructure Needs Inventory Act of 1996, we assist TACIR with any review or revision of the survey forms or processes to keep it meaningful at the local, regional and state levels.
