The strength of our region depends on resilient, modern infrastructure that supports people, communities, and industries. MDD advances this work by aligning resources and investments for maximum regional impact.

  • Modernize Utilities & Broadband: Expanding broadband throughout the region, accelerating rural fiber deployment, and upgrading utilities to meet the needs of advanced manufacturing and electric vehicle growth.

  • Invest in Resilience & Infrastructure: From stormwater mitigation and clean energy microgrids to septic-to-sewer conversions, we support infrastructure that protects communities and supports long-term sustainability.

  • Strengthen Capital Access & Financing: Through partnerships like the AFN Network and MDD’s expanded grant office, we provide technical assistance to ensure communities can access the resources they need.

By managing our natural, human, and manufactured resources wisely, we are building the foundation for a stronger, more resilient MidSouth.

In Tennessee, MDD manages the following programs for Fayette, Tipton, Lauderdale, and Shelby counties:

TACIR

The MidSouth Development District contracts with the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) in compiling and maintaining an inventory of needed public infrastructure. As a result of the Public Infrastructure Needs Inventory Act of 1996, we assist TACIR with any review or revision of the survey forms or processes to keep it meaningful at the local, regional and state levels. Updates are completed annually.

Solid Waste Needs Assessment

The Tennessee Solid Waste Management Act of 1991 created a comprehensive Solid Waste Planning and Management program to assist local governments with the construction and operation of municipal solid waste disposal facilities. It also required local governments (primarily counties) to carry out certain functions. The MidSouth Development District is charged with providing technical assistance to its member communities with funding made available through the Tennessee Department of Environment and Conservation (TDEC) Materials Management Division. This technical assistance helps ensure our members are able to comply with Tennessee's annual 25 percent waste reduction required by the Solid Waste Management Act.

Produced every four years for the Tennessee Department of Environment and Conservation. The Regional Solid Waste Needs Assessment addresses the solid waste assets, diversion activities, and needs for the following TN counties: Fayette, Lauderdale, Shelby & Tipton.
